The Scenario

The risk emerged when older, less accurate survey data was digitized and given "legal coordinate" status. If a coordinate was recorded incorrectly due to a transmission error, a transformation error (between local systems and SWEREF 99), or a gross measurement error, the legal boundary moved to that incorrect location.
This created "phantom overlaps" or gaps where the digital reality contradicted the physical occupation that owners had respected for decades.

- State Authority: The Chief Surveyor (Lantmäteriet) retains the power to "correct" the map to match reality.
- Surveyor Liability: Crucially, the liability for financial damages caused by the erroneous coordinate often falls back on the original surveyor. If a practitioner submits a coordinate that becomes legal truth, and that truth turns out to be defective, they bear the strict liability for the resulting confusion or loss of land value.
